Senior counsel Edgar Agaba had been the CEO of Gaming and Lotteries Board since 17 Jan 2017, after his tenure at the helm of PPDA.

He held this position until recently when he was interdicted after being arrested and arraigned before the Anti Corruption court by detectives over embezzlement of over Shs700 million.

 

He was arraigned before the Anti Corruption court in Kololo vide court No_0090_2019.
Embattled Agaba was further exposed on monday on NBS television, where it was revealed that he embezzled money alonside top officials in the Ministry of Finance.

Several sources have come up ever since his interdiction revealing how he mismanaged the gaming industry.

 
For instance it is allenged that he claimed a lot of money from Ministry of Finance to sensitize the public on gaming, and instead of doing sensitisation for four days, he did for two days and allegedly embezzled the money.

 

 

It is alleged that he claimed money for supervision from the ministry, but did little to this effect as most casinos are poorly ran and mismanaged.

 

For example, Nile Casinos in

Jinja and Mbale are managed by Kenyans without work permits.

 
This is the same with Empire casino.

There is a Sudan businessman named Baka Mayen that gambles about 5000 dollars on a daily basis, but Agaba never informed the Finance Intelligence Unit to help monitor such foreigners to avoid money laundering.

 

 

Sources in the industry further reveal that due to lack of supervision, very many fake slot machines are on the market, with others illegally manufactured in Bweyogerere and Kasokoso.

 

 

This has denied government revenue that would be taxed from imported slot machines.

 

Insiders at his former workplace also tell us that he has poor management skills and always assumed roles of the board, a reason he was not on good terms with former board chairman, Manzi Tumubweine.

 

 

It’s further said that he has always bragged about being highly connected to officials like CID boss, Grace Akullo, a member of the Gaming and Lotteries Board, and is close to the Finance Minister who is his villagemate.
