KABALE –Police in Kabale district are detaining a 19-year-old Rwandan national on allegations of aggravated defilement of a 7-year-old girl.
The suspect has been identified as Mulengyezi Silver, aged 19, a Rwandan national and casual laborer, a resident of Kabahesi village, Buhara Subcounty in Kabale.
According to the police report, the incident was reported by Tindiwegyi Mable, a 65-year-old woman, a peasant, and a resident of Kabahesi village, Buhara Subcounty, Kabale district. She revealed that the victim is a 7-year-old juvenile, a resident of Shooro village, Buhara Subcounty in Kabale district, and a pupil at Kabahesi Nursery and Primary School.
ASP Elly Maate, the Kigezi region police spokesperson, alleges that on 23/10/2023, between 09:00 AM and 10:00 AM at Kabahesi village, Buhara Subcounty in Kabale District, the suspect, Mulengyezi Silver, a casual laborer and resident of Kabahesi village, Buhara Subcounty in Kabale, had sexual intercourse with the 7-year-old female victim.

Maate notes that the victim was heading to school, and on her way, she was intercepted by the suspect who diverted and forcibly dragged her to his place, where he had sexual intercourse with her.
Additionally, the sexual act against the victim was too painful, causing her to bleed, and after that, the suspect warned the victim not to tell anyone, threatening harm if she did.
The victim, in tears, proceeded home, and upon arrival, she was noticed by her sister, Macline, wearing her knickers upside down. When asked, she narrated to Macline how she was defiled, and later on, informed her grandmother (the complainant).
The complainant forced her to remove the knickers, and when she did, they were found to contain blood.
Maate further alleges that the complainant had no means of transportation to report the matter at that moment, until 24/10/2023, when a good Samaritan helped them with transportation to Kabale police station, where this matter was reported.
Maate told our reporter that after informing the police, the crime scene was visited, examined, and documented by D/SP Mukama Hakim, D/CID/O, the district Soco, and the officer in charge of gender. Relevant statements from witnesses were obtained, the victim was examined, and the suspect was arrested and detained.
Maate later confirmed that inquiries into the matter are underway, and the case was officially registered at Kabale CPS under reference number CRB 813/2023.
