Some time last year, the NRM National Chairman, H.E President Yoweri Kaguta Museveni accused Hajjat Hadijja Namyalo Uzieye of employing/bringing gamblers into his office at Kyambogo.
Hajjat Namyalo is the Head of the Office of the National Chairman (ONC) of NRM party.
The establishment of ONC for NRM is in accordance with Chapter 4, Clause 14, Subsection 1 of the NRM party Constitution.

The primary purpose of the ONC is to provide substantial support to the National Chairman in effectively implementing the party’s principles, policies, and other endeavours that contribute to the betterment of the NRM party.
On top of being the head of this office, Hajjati Namyalo is also a Senior Presidential advisor. But that’s a story for another day.
After accusing Hajjati Namyalo of employing gamblers, the president instructed her to clean her house and get rid of such characters.
The president first go wind of such characters during his 79th birthday celebrations in September last year which were principally organized by ONC.
Money, in lots of millions, was released to organize the birthday bash. Money, in millions, is still unaccounted for.
Following the president’s warning, she (Namyalo) attempted, or rather showed that she attempted to clean her house, but it’s more of the same of the same as you read this. It was just an act!
End of last year (2023), Hajjat Namyalo had said this year (2024), people would only return to office if she directly phoned them to come back to work.
With this directive, most thought and believed the bad apples president Museveni talked about would be gone.
Alas, they were the first she called back to office. Her directive later seemed as an act of showing face.
Now we are hearing things are getting out of hand and worse in Kyambogo with some employees resorting to witchcraft, witch-hunt, sabotage among other evil deeds to get some colleagues out of work, and plant in their own people or simply out of jealousy.
We hear the levels of infighting within the office are shocking that there are worries of possible death in the very near future.
And this is especially as the country builds up to the upcoming general elections in 2026.
NRM party is expected to kickoff it’s election activities mid this year as it builds up to 2026. Usually during this period, humongous sums of cash are involved for mobilization.
These ONC employees are targeting this money.
A case in point is a one Hakim Kyeswa, the head Head of media at ONC.
According to reports, his criminal records are well documented and he still has unanswered cases in court over forgery and others in Mukono.
On 21st September 2017, as the NRM party members were paving the way for their presidential candidate through the Constitutional amendment, Police in Mukono arrested two National Resistance Movement (NRM) youth leaders who were mobilizing their followers to join them in a demonstration around Mukono town protesting the amendment of article 102b.
Police identified these suspects as Patrick Ssekatawa, the then-male youth representative at Mukono Municipality Council, and Hakim Kyeswa now with ONC.
The then Mukono Division Police commander, Rogers Sseguya said the duo was arrested from their homes before they attempted to match to Mukono town, where they were going to meet other youths to demonstrate.
“Arresting these two leaders, Police intended to make a preventive arrest stopping them from staging an unlawful demonstration,” Sseguya said then.
On 23 December 2020, Hakim Kyeswa was dragged into court over allegations of forgery. He was summoned to Mukono Police Division to record a statement on allegations of editing his age to enable him to contest for the youth councilor’s seat.
Kyeswa’s troubles started when an application filed by his rival, David Banadda Peesa in Mukono Chief Magistrate’s court accusing him of editing his age.
As a result, the court ordered the then-head of the Mukono Divisional Crime Intelligence Department, Fred Oyaka to investigate the matter.
Preliminary information that was obtained by police from the National Identification Registration Authority-NIRA indicated that Kyeswa registered twice for the national ID with conflicting information. According to the enrollment form obtained, Kyeswa registered for the national ID on August 17, 2014, indicating that he was born in 1986 meaning that he was 34 years old.
He, again, registered for the second time in August 2019 indicating that he was born in 1991, which makes him 29 years old. Police are also investigating how Kyeswa obtained two passports with conflicting information regarding his date of birth and residence.
This forced Hakim Kyeswa to skip court bail and go into a self-exile in South Africa for 2 years where he worked as a fake witch doctor leaving cases unanswered.
When Hajjat Namyalo was appointed to serve as the Head of ONC, she appointed Hakim Kyeswa to serve as the head of online media since he is a long-time friend. He was appointed when he was not in the country to have a safe environment that could save him from arrests, and a few months later, he came back in the country but later shift his residence from Mukono to the Kampala’s capital.
On his return to the country, Namyalo trusted him so much and gave him more powers beyond the cardinal roles of head of online media. Kyeswa had access to many office details and Namyalo’s privacy.
When the UNAA conference arrangements were underway, through Kyeswa, Namyalo collected money worth $300 from each coordinator promising to take them to America to attend the conference which ended in vain, and the money was not refunded.
When Namyalo trusted Kyeswa to be on the recruiting team of district coordinators, the girl child suffered; those who could not agree to allegedly satisfy him, were automatically considered unsuitable and incompetent and the boy child had to pay some bribe.
When recruitment ended and being a genetically fake master, he started controlling Namyalo by sharing her private information with the journalists to run stories and again asking money from his boss Namyalo to bribe journalists to put down his own shared stories. This has been a fertile deal to him and his circle.
This has frustrated Hadijja Namyalo so much to the extent of making official decisions based on conspiracy, and internal and external fights fuelled by Hakim to gain.
Namyalo’s failure to implement her boss’ instructions to clean kawukumi from his office are hurting ONC.
And this is just Kyeswa.
