The ruling National Resistance Movement (NRM) treasurer Barbra Nekesa Oundo is on the the verge of losing her new home valued at over Shs1.5 billion after the cancellation of 500 land titles, including hers, in Bulindo.
At the instigation of State Minister for Lands Sam Mayanja, the Commissioner Land Registration Baker Mugaino has embarked on the process to have the 500 titles relating to land in Kira Municipality’s Bulindo village canceled because investigations have revealed they were all fake titles and were issued out through fraudulent means.

The land in question is Block 182 and measures nearly 200 acres. It has several plots including a part where NRM chief treasurer Nekesa built a palatial bungalow estimated at one and half billion shillings or more.
The well enclosed posh house is complete with a swimming pool, a well-paved compound, a mini bar, steam and sauna.
“It’s like those houses of football superstars in England,” said a family friend.
This development comes on the heels of another scandal where thieves with the aid of her guards stole a whopping Shs3 billion from her home in Muyenga.
Then, the Chairman of the National Resistance Movement (NRM) President Yoweri Kaguta Museveni directed top party bosses at Secretariat (NRM) to investigate her source of income.
She was found to have various properties in ad around Kampala like in Munyonyo Ntinda (apartments), Kyengera, Nsangi among others.
Bulindo property
Nekesa’s problem is that Sam Charles Sebina, the old man she bought her more than 1 acre from, is among those whose titles have been canceled by the lands ministry.
Before ordering cancelation of the titles, minister Mayanja first put in place a committee which investigated. The committee report was signed by Vianney Lutaaya, the Commissioner for mapping and surveys in Entebbe.
They verified everything and found that people like Sebina (who sold to Nekesa) possessed air because their land titles were made to sit on Mzee Japhes Mukiibi Wagumbulizi’s land.
Nekesa is one of the many stinking rich Kampalans who blindly bought from Sebina’s group unaware that the man had a kiwaani land title.
Wagumbulizi says that since he has been cleared to be the lawful owner of the land, he is going to reclaim back all his land implying that Nekesa and others now have no option but to lose their properties.
Nekesa constructed her palatial house in less than six months after acquiring the land.
“Cash is not her problem,” a close pal said.
Now, the only option would be to buy again from Wagumbulizi but Mzee says he isn’t prepared to sell his land to anyone.
Mayanja has already directed the Kira Municipality RDC Naboth Kagoro to give Mzee Wagumbulizi all the security he needs to get back his land without being frustrated by powerful people like Nekesa.
Mayanja has also ordered Gen Henry Isoke to work with Wagumbulizi, the RDC and the LC1 officials of Bulindo to make sure all fraudsters who forged and benefited from fake titles are identified and arrested.
Mayanja also wants those who acquired and built on Wagumbulizi’s land after being duped by Sebina to be summoned to record statements with SHACU of Gen Henry Isoke.
This is why Ambassador Nekesa will have to be grilled to explain how she got to be in possession of the Bulindo land without going through its lawful owner Mzee Wagumbulizi.
Since she became chief treasurer for NRM, money has never been a problem for Nekesa who controls more than shs100 billion which EC gives to NRM headquarters at Kyadondo under the IPOD arrangement.
She was in the news early year after her bodyguards stole hundreds of millions of shillings from her Muyenga home.
Heist at Muyenga home
On 5th December last year (2023), three police officers including Nekesa’s bodyguard, Michael Wango- attached to Police Counter Terrorism unit (CT), raided her home in Muyenga and took off with six bags containing Shs3 billion, in dollar bills.
They also stole six phones- including her (Nekesa) iPhone 12 Promax 256GB- which was recovered in Kasanga Kitalanga Zone days later.
The three police officers; the bodyguard Wango, Sergeant Dominic Idro attached to VIP Protection Unit and Constable Sharif Mugoya attached to Counter Terrorism Aviation Police (AVIPO) in Entebbe alongside a number of civilians have since been arrested and arraigned in court.
The arrested civilians included; Edgar Watson Aronda from Fort portal, Joshua Kalinda- a boda boda rider, Emmanuel Basooma- a businessman in Namutumba, Rodger Nuwagaba- a driver, Samuel Opio- a casual labourer in Bukasa Muyenga, Matiya Rulangwa- a businessman in Gayaza, Patrick Apunyo- an engineer based in Kireka.
Others were; Joseph Ssempuga and a one Moses Nyiiro, a special hire driver in Makindye.
The group was arraigned before Makindye Grade One magistrate Charles Opio- and charged with six counts.
The charges included; aggravated robbery, contrary to section 285 and 286 (2) of the Panel Code Act.
Others cases were receiving and retaining stolen property, contrary to Section 314 (1) and being an accessory after the fact, contrary to section 393 (1) and 394 of the same act.
According to our sources, Ambassador Nekesa’s bodyguard Wango and one of her five maids (only identified as Bayati) connived with Police officers Idro and Mugoya to execute the heist.
Prior to D-Day (5th December), Wango sneaked Idro and Mugoya into Nekesa’s home for acclimatization. Since he (Wango) was in charge of home security, he would first disable CCTV cameras.
On the day of the robbery, Nekesa- we have learnt- was home.
However, her husband Hajji Suleiman Mafabi Lumolo was away.
As a disguise, the two police officers (Idra and Mugoya) locked Wango, Bayati (maid) and the other maids together before ordering Nekesa to unlock her bedroom where the money was stashed.
They also confiscated two guns that belonged to Wango and his fellow bodyguard, Ronald Mutima who was off duty.
Originally, she refused. It was not until they undressed and threatened to rape her that she gave in and opened the bedroom door.
The two officers (Idra and Mugoya) took off with bags containing Shs3 billion and the phones, including Nekesa’s. She, with her maids and bodyguard (Wango) were left locked up.
In her statement, Nekesa told police that her husband was a wealthy man capable of acquiring any properties he wished.
