UCC bans Mukube Paver song

The Uganda Communications Commission (UCC) has banned the song Mukube Paver by Dynaso Wegoso.

The commission has informed all broadcasters, online content providers, internet service providers, digital platform operators, and the general public that it has received numerous complaints regarding the content and influence of the song titled “Mukube Paver” by Dynaso Wegoso.

Pursuant to its mandate under the Uganda Communications Act, the Commission has conducted a preliminary review of the song, including its lyrics and associated audio-visual content, and has established the following concerns:

The song explicitly and implicitly promotes, incites, and glorifies violence and aggressive conduct.
The song has triggered dangerous imitation behaviour, including a growing trend of harmful “challenge” activities on platforms such as TikTok and other social media, where especially young people are mimicking and glorifying violent acts.
“Continued dissemination of such content poses a risk to public safety, undermines societal values, and contravenes established broadcasting and content standards,” the commission wrote.

“In accordance with Sections 5(1)(b), (j), (x), 30, 32 and 46 of the Uganda Communications Act and Regulation 41 of the Uganda Communications (Content) Regulations 2019, the Commission hereby DIRECTS All broadcasters to immediately suspend the airing, broadcasting, and distribution of the song “Mukube Paver” on their platforms until further notice.

All broadcasters shall immediately suspend any programs, discussions, or content that promote, analyze, or reference the song. This includes ensuring that no derivative or user-generated “challenge” content associated with the song is aired.

All online content providers, internet service providers, social media platforms, and digital streaming services are directed to immediately remove, disable access to, and prevent further upload or sharing of the said song and related content on their platforms.

Members of the public are hereby notified that the sharing, promotion, or distribution of prohibited content is an offence under the law and may attract individual liability,” the statement from UCC reads.
