NDEJJE, WAKISO — The Uganda Police Force has opened investigations into a shooting incident in which a boda boda rider was shot dead by a police officer during a National Cleaning Day community exercise.

The incident occurred at around 7:30 a.m. on Saturday, August 29, 2026, at Ndejje Kanaaba, within Katwe Police Division.

According to preliminary information released by police, officers from Ndejje Police Station had been deployed to provide security during the community cleaning exercise.

Police said a boda boda rider allegedly attempted to force his way through a secured area while riding his motorcycle.

In circumstances that remain under investigation, Police Constable Allan Okello, who is attached to Ndejje Police Station, allegedly discharged his firearm and shot the rider.

The rider died from the gunshot wound.

Police said the officer has since been arrested as investigations continue to establish what happened and the circumstances under which he fired his weapon.

The deceased has been preliminarily identified through a National Identification Card as Kizito Ronald Jjuuko, 38.

The shooting is likely to raise renewed questions about the use of firearms and the level of force employed by police officers while enforcing public order during community events.

The Uganda Police Force said that although officers are legally mandated to maintain public order and protect life and property, the use of force must meet strict legal and operational standards.

“Any use of force must be lawful, necessary, proportionate, and strictly guided by the law, established police operational procedures, and the prevailing circumstances,” police said.

The Force expressed condolences to Jjuuko’s family, relatives and friends, while assuring the public that investigations into the incident are underway.

The circumstances surrounding the confrontation, including whether the officer faced an immediate threat and whether the use of a firearm was justified, are expected to form part of the investigation.
