Police Launch Manhunt for Suspect in Political Obstruction Incident in Hamurwa Sub-County

Hamurwa, Rubanda District — Authorities in Hamurwa sub-county have initiated a search for Andrew Rutaro, identified as a supporter of Henry Musasizi, the incumbent representative for Rubanda County East who is accused of obstructing Hon. Jogo Kenneth Biryabarema, a candidate from the National Resistance Movement (NRM), along with his supporters, during their attempt to address voters in Nyakatare village, Shebeya Parish.

The incident reportedly occurred yesterday 10th July 2025 when Rutaro allegedly used a Primio car, bearing registration number UAS707P, to block the road, preventing Biryabarema and his team from reaching the electorate of Nyakatare village in Shebeya Parish of Hamurwa sub-county and act of obstruction has raised concerns about political tensions in the area as candidates vie for support ahead of upcoming elections and the case was officially recorded at the Hamurwa police station under SD REF:12/10/07/2025.

Hon. Jogo Kenneth Biryabarema, the aspirant for Rubanda County East, speaking to residents emphasized the importance of the electoral process, that this is not in a war; but a transition of choosing leadership and leaders to spearhead community development asking the electorates that there’s a need for peaceful and constructive participation in elections that will drive progress and growth through democratic exercises.
