Kampala—The Uganda National Bureau of Standards (UNBS) has been thrust into the spotlight following serious allegations of corruption, mismanagement, and illegal procurement practices under the leadership of Executive Director Eng. James Kasigwa. According to an urgent memorandum dated August 26, 2025, obtained by our reporter, Kasigwa is accused of undermining national interests, posing a direct threat to Uganda’s economy, public safety, and the credibility of government institutions.
The confidential memo details a series of critical concerns, including criminal endangerment of public safety through the illegal procurement of several second-hand vehicles and these acquisitions reportedly bypassed standard procedures and raised questions about compliance with safety regulations.
Further, the document accuses Kasigwa of sabotaging key government projects, resulting in significant economic losses and revenue shortfalls where Billions of shillings are said to be unaccounted for, with no clear documentation or explanation provided for their disappearance.
Financial malfeasance is also highlighted, with allegations that multiple bank accounts were opened without the knowledge or approval of the Minister of Trade and Cooperatives, or the ministry board. This unauthorized financial activity has fueled suspicions of budget manipulation and embezzlement.
Sources within the Ministry of Trade have expressed grave concern over these revelations, emphasizing the potential damage to public trust and the country’s international reputation. “Such actions not only compromise public safety but also undermine investor confidence and the integrity of our regulatory systems,” one official stated on condition of anonymity Calling for Accountability.
In light of these allegations, pressure is mounting on the government to take swift action and Civil society organizations and anti-corruption watchdogs have called for an independent investigation and immediate suspension of Eng. Kasigwa pending the outcome.
“The scale of these accusations demands transparency and accountability at the highest level, “If proven true, those responsible must face the full force of the law.”
On June 21, 2024, the Attorney General issued guidance indicating that the appointment of Uganda National Bureau of Standards (UNBS) Executive Director James Nkamwesiga Kasigwa was carried out illegally, sparking significant concern regarding the adherence to legal and procedural norms by the Trade Minister and when contacted for comment, officials from the Ministry of Trade and Cooperatives confirmed receipt of the memorandum and assured the public that the matter is being taken seriously. “We are committed to upholding the highest standards of integrity and will ensure that all allegations are thoroughly investigated and action taken,”
Eng. Kasigwa could not be reached for comment by press time.
