Following the enhancement of the Judiciary budget and the appointment of more Judges, the Judiciary has operationalized six High Court Circuits.

The newly operationalized circuits are; Hoima, Iganga, Luwero, Moroto, Tororo and Rukungiri. The delay in the operationalization of these High Circuits was due to logistical and manpower issues.
The deployment of Judges to these circuits were made by the Principal Judge, Dr Flavian Zeija in Circular No.01/2022 and took effect on September 18, 2022.

Explaining the background of the new circuits, the Chief Registrar, HW Sarah Langa Siu stated that these were designated under Statutory Instrument No. 55 of 2016. “In 2016, the Hon. The Chief Justice in exercise of his powers under Article 133 of the Constitution and in accordance with the provisions of Section

19(2) of the Judicature Act, and in consultation with the Hon. the Principal Judge, designated new High Court Circuits in addition to those already in existence.”
Adding that, “arrangements are underway to transfer all cases that fall under the above circuits, but had been filed at the different High Court Divisions and Circuits. Parties to the respective cases shall be informed accordingly.”
She noted that with all these arrangements in place, major operations in the newly
operationalized courts will start this month.
With the operationalization of these Circuits, there will be improved access to justice and service delivery. It will also contribute significantly in the reduction of case backlog.
