Electoral Commission (EC) has announced a detailed roadmap for the upcoming by-elections in Kawempe Division North Constituency, Kampala Capital City. The by-elections aim to fill two vacant positions: the Directly-elected Member of Parliament for Kawempe Division North and the Directly-elected Councillor for Kazo-Angola Ward, Kawempe Division.
The Chairperson of the Electoral Commission, addressing stakeholders during a consultative meeting held on Monday, emphasized the importance of cooperation and collaboration to ensure peaceful and credible elections. The by-election for the Kawempe North Parliamentary seat follows the death of the former representative, Hon. Ssegirinya Muhammad, on January 9, 2025.

“On behalf of the Electoral Commission, I extend heartfelt condolences to the family, the people of Kawempe North, and all friends mourning his loss,” the Chairperson remarked, leading a moment of silence in the late legislator’s honor.

Election Roadmap
The by-election is to be conducted within 60 days from the date the Clerk to Parliament notified the EC of the vacancy, with polling day scheduled for Thursday, March 13, 2025. The electoral programme includes several critical activities aimed at ensuring a transparent and participatory process:
Update of the National Voters’ Register:
The update exercise commenced today, January 27, and will conclude on January 31. Eligible residents are encouraged to register or transfer their voting locations during this period.
Voters’ Register Display:
The voters’ register will be displayed at all polling stations within Kawempe Division North from February 10 to February 19, 2025. This will allow voters to verify their information and raise objections if necessary.
Nomination of Candidates:
Nomination of candidates is scheduled for February 26 and February 27 at the Assistant Returning Officer’s office in Kawempe. This will be followed by a period for inspection of nomination papers and lodging of complaints.
Campaign Period:
Campaigns will run from February 28 to March 11, with candidates urged to avoid processions and adhere to designated venues to maintain public order.
Polling Day:
Voters will cast their ballots on March 13 for both the parliamentary and council seats.
Stakeholder Engagement and Security Measures
The EC emphasized its commitment to working closely with political parties, candidates, civil society, and security agencies to deliver free and fair elections. Key strategies include:
Regular Stakeholder Consultations: The EC will hold periodic meetings with stakeholders to address emerging issues.
Transparency in Election Preparations: Candidates and their representatives will be invited to witness critical activities, such as the packing and transportation of election materials.
Media and Public Awareness Campaigns: Enhanced voter education and publicity efforts will be implemented using radio, TV, and social media.
Security Collaboration: The Uganda Police Force will work with the EC to ensure a peaceful electoral environment.
Appeals to Stakeholders
The Chairperson called on political parties, candidates, and voters to actively participate in the electoral process while upholding law and order. “Campaigns should be conducted responsibly, with all participants respecting the rights of others. Violence and unlawful behavior will not be tolerated,” the Chairperson stressed.
The EC also urged political parties and independent candidates to nominate polling agents for training sessions, which will be held on March 10 and 11. This training is designed to equip agents with the necessary knowledge to oversee polling day activities effectively.
Observers and Accreditation
To enhance transparency, the EC will accredit observers to monitor the electoral process. Guidelines for accreditation have been issued, with a maximum of five observers per ward allowed for each political party or independent candidate. Observers are expected to maintain neutrality throughout the process.
